System Will Not boot.

I really hate to ask this but I can't seem to find an answer anywhere else. I have the following motheroboard setup: Biostar P4M80-M7 socket 775 motherboard, Intel Pentium 4 540 3.2GHZ 800FSB CPU.

Here is my problem. When I turn on the power supply to my pc, all my case lights come on, hdd led comes on and stays on, but nothing else happens. I have pulled all cards exept the video card and the same happens. I did pull the video and ram as well and I get system beeps. The Video Card and Ram test good in other systems. I thought it was a bad motherboard so I replaced it with another one. Any thoughts would be appreciated.

Hello and welcome to Techspot.

Sounds like you might have a bad psu. Try another psu, and see what happens.

Also check that the heatsink is properly attached, and that there are no short circuits between your mobo and case.
