Task manager disabled

seems that taskmanager has been disabled.
i have tried multiple ways of enabling it but none seem to work
some programs got bak run for me.
i also seem to be missing regedit from system32.

i then ran ccleaner, malwarebytes and hijackthis (changed to crusty)
