Temp files created

I just removed the modify permissions from a folder to some users,so that they cannot delete or rename the files or subfolders.But now the prolem is that when ever that particular users make any changes in the files specially exel files, lot of temporary files are created in the folder which is very irritating.Can i get rid of it instead of deleting it every now and then.

Is the set of protected files static?
Maybe set the permissions so that users are unable to create new files too?
