TF2 FPS help

Hi guys. Recently I decided to try to run TF2 in Dx 9. Well it looks great, but its not so smooth. Its not extremely choppy, but its not really too playable. Anyway, heres my specs. Is there any programs to increase framerate? Or do I have to buy some new components?

Processor: AMD Phenom(tm) 9150e Quad-Core Processor (4 CPUs), ~1.8 GHz
Memory: 3966 MB RAM
Video Card: NVIDIA GeForce 6150SE nForce 430, 1848 MB
Power Supply: Um. I know this is important, but where do I find this?

6150 is onboard video card. TF2 isnt that demanding, but you need a dedicated card.
