Well there was Windows Installer CleanUp Utility, from Microsoft but it comes with warnings... The Windows Club and another warning here at Microsoft support There are plenty of programs out there to clean up your registry BUT the point is if you don't know exactly what your messing with the consequences can be damaging to your computer.
Maybe you could try instead some other things like updating your drivers and re-flashing your BIOS with an updated version
There are some good registry cleaners out there but what works "best for you" ? I use Ccleaner and you can download it free from here
    hope this helps

While with Xp, i used a program called RegCleaner for the registry. Always did fine by me, mainly due to the "backup registy option" (but most registry cleaning software comes with this anyway now).

If Win 7 is your OS, i'll agree also with CCleaner...It's a great piece of kit.
