Toshiba laptop won't boot up

Hello,
My 10 month old Toshiba laptop using Windows 7 will not boot up and the only thing that shows after trying is the curser arrow. Nothing else works.Tried F2 and F12 while trying to boot up and are not understandable. Tried to start recovery disc to no avail. Can anyone help me?

The laptops hard drive may be bad. Remove the hard drive and see if you get any other messages on the screen like "can't find boot device"...
