Toshiba won't power up.

I have a Toshiba Satellite M70. It won't start to work. When it power buttom was pressed, the ON indicator was lighted on but nothing else. A few seconds later (about 4s) then the power ON indicator turned to off. Whichever I use battery power or AC adaptor power, it shows same thing. Some guy told me the internal regulator dead. But how to check it? Now I disassemble it aparts. Only mainboard ( It means no DVD, HD, Video Card, Memeory, Nothing else but mainboard with CPU) still gives same the same thing.
Any superguy can help me to fix it?
 
The motherboard or CPU may be fried. Did you check to see if the internal cooling fans spin?
 
1. let's post in the correct forum from now on.

2. Replace your AC adapter to see if that works. Also some laptops if the battery is bad or won't hold a charge will shut off.
