USB port and PSU

I have tow questions please


1. i'm using a usb fan inside the case for cooling my gpu card but the fan keeps cooling after i hibenate my computer,

how i can stop the usb fan after hibernate?

And is it safe for the usb port to power the fan for long time (i'm using 80 mm case fan )?

2. i want to upgrade my gpu card so i need a new psu that gives mor wattage

is it safe for my fujitsu siemens pc if i install a none fujitsu siemens psu? .

System
fujitsu siemens (esprimo p3520) pc

intel q 9550 cpu
4 gb ram
inte g41 chipset fujitsu siemens mb
250 hdd

As far as I know, you can't disable the USB power. Instead, why don't you wire the fan to the 5 volt rail of your computer's power supply?
 
you cannot disable a USB fan. Why did you not use a fan power input from the mobo?
