I just bought the same Video Card, and had the same problem, among others.
Here are detailed suggestions I got from 2 & 3 level ATI tech support.
1) Uninstall the ATI drivers and boot into standard VGA mode, run the program "Driver Cleaner" and remove all traces of the ATI drivers.
2) Go to Viaarena or your AGP driver support page and download the latest chipset drivers for your motherboard, install these drivers.
3) Get your latest BIOS update revision and install.
4) Review any AGP settings in your BIOS and set for optimum performance.
5) Now reinstall a fresh copy of the ATI Radeon Drivers, and reboot your system.
Please note, ALL of the above steps did NOT resolve my 700X problem. It turned out my Gigabyte Motherboard did not have adequate AGP support options to handle this excellent Vid Card. I upgraded the motherboard and the card went in like a charm!
