Have you tried a Repair Install?
Probably the first thing you though of, if its a system DLL file

yes i have didnt fix the problem and the dll files might not be necessary for the system but they are located in the system 32 folder (i know this because i tried to download the dll online which i was able to do but then there would always be another dll missing

If you haven't already back-up any important data and try formatting the HDD and doing a clean install also make sure you have your device drivers disk.

Well try reformatting and installing again, and see if that sorts the problem. Otherwise the OS disk maybe the problem
