Vista won't recognize USB device after restart?

Ok, SO hi, this is my first post. Anyway, i just got a new pc and installed all my stuff to it. The only problem is with my NETGEAR USB NETWORK ADAPTER. I keep installing it and things go fine, but everytime i re-boot it no longer detects the usb adapter. Everytime i reboot i have to pull out the adapter from the usb slot...then plug it right back in and then windows detects it as new and RE-INSTALLS the drivers. This happens EVERYTIME i shut off, or re-boot the PC. PLEASE HELP!!!!!!!!!Thanks amil in advance!!!!!!

Here is an excellent tutorial by Lookinaround on USB. You'll have to do some reading to (hopefully) find an answer but his documentation is quite extensive and well written.
