    I totally get your point, but in truth just about every large server cluster, be it internal or third party, monitors the majority of its traffic. The primary focus is on security threats and traffic management but there's a growing trend of spying for spying's sake. The RIAA and other media mobsters are behind a lot of it but increasingly it seems to be spying for spying's sake.
