I've spent a week trying to get webcams of different brands (A4Tech PK-635 and Pixart Imaging OEM) to work with a dozen PIIIs (440BX chipset). I tried installing various patches and stuff to no avail. I finally solved it this afternoon without so much as a reinstall of the OS.
First off, run the Windows 98SE unofficial service pack v2.1
Install your webcam's drivers
Then fix the problem by running the Directx 9.0c redistributable installer, even if you've already installed it earlier.
I've seen similar frustrations with various webcams and Windows 98, so I thought I'd make a separate thread about this solution.
