Well I'm not sure I think its the PSU

well when i push the turn on button on my computer, it either doesnt respond or its turns on ,and then off and basically it keeps restarting like every2-5 secs , is it the wiring?motherboard ,ram fan? pm me if u need to know the details of my computer,
note: it has no viruses

also the fan seems to be quite slow eventualy it goes to its full speed in like 2-10 mins

well i when my computers trying to turn on i unplug the ethernet or turn of the router/broadband the computers starts to turn on again.
