Why can't I install Publisher 2000 after SP3

I recently reformatted and reinstalled XP Pro and then sp2 and sp3. I then installed my software, however I use Office 2000 Pro. I was able to install Outlook, word, excel, powerpoint, access, and frontpage without any issue. When I try to install Publisher and small business manager the cd just hangs up.

I ran update and not to my avail.
