Why can't I see my active desktop?

    Hi, my dad's computer got really messed up somehow, the performance is low, only 38 kb/s download speed on a dsl modem, and our background wallpaper we can't see anymore. It's just black. I tried going into Properties, and I can't change the background image. It just won't let me click it. Is there something I can do about this to restore the image and performance? Thank you
