Did this just happen on one occasion, or is this happening every single time you try to install something, even if the computer has just been turned on?

    Failed download

Most likely will turn out to be a program you installed recently, either failed to install correctly, or it was stopped part way through.
If you know what that was try uninstalling it.
Most effective program to do that would be 'Revo uninstaller', (free).
If you can't remember which program failed to install, try using 'CCleaner', use both the 'Cleaner' and 'Registry' options.
You might have both of those programs installed on your system, but as you can't download them, and do need to, you can install a portable version of both 'Revo' and 'CCleaner' onto a flash memory stick, and use from there. That assumes you have another pc or can borrow one for 5 minutes to download 2 programs.
    Both programs are available from;-
