Wifi laptop will only connect via Ethernet

I have recently factory restored my dell laptop to fix the problem and it's still happening. When I click on the internet connection screen no networks show up and when I try to use the "troubleshoot problems" thing it says to plug an Ethernet cable in. Another weird thing is that the internet would come back but it would cut out after I shut off the computer it goes back to "plug in a Ethernet cord"
