Will reinstalling windows ruin my saved items?

After a failed attempt to fix my current XP home installation by the cd, I now get the error "not enough virtual ram or page file quota could not be set" (after quota part I believe is what it says since it moves to fast to be sure) and " insufficient system resources" when windows goes to start. I dont think its my ram or HD, but at this point I just want to get it to work to test the two. If I delete the current windows installation by the windows cd and reinstall it, will I still be able to access my files on the HD by navigation or will it not recognize them and lose everything? By the way, I switched my ram sticks with other ones and the message is still the same, so its not looking like my RAM.Thanks for the help.
 
if you delete the current widnows installation and reformat and reinstall your files will be gone. if you need to retrieve data, then build a BartPE disk recover your files then do the reformat and reinstall.
