Win 7 - "Encrypting File System - Backup your file encryption key" suddenly appears

I've been running Win 7 Pro 64-bit for about a year now, ever since it was released. All of a sudden, today, I get the above message at boot and it's now down with my tray icons. I don't encrypt anything, and I never have.

Is this spyware trying to trick me into locking out my computer? I have heard of ransomware that people execute, it locks their discs, and then they have to pay someone somewhere a ransom for the code to unlock their disc.

I run PC Tools ASW/AV, and full/deep scans of all disks find nothing amiss other than the same cookies I always have from going to well-known news and retail sites and such.

Is this a legitimate item, and if so, why did it take a year to start popping up and asking me, especially when I don't encrypt anything on any of my drives.

use the Folder View options to set Color for Compressed or Encrypted folders.
save for ALL Folders
close all windows.

then explore C:\Documents & Settings\* or C:\users\* to verify
