When I hover the cursor over the desktop, it always has the working in bg cirlce beside it, but when I move it over any window or even the Taskbar, it goes away. If I move the mouse back to the desktop, it comes back. TskMngr doesn't show anything taking up memory, or CPU or any of that. It's simply rather annoying to be honest. Any Ideas?
