Windows could not start because of the following file is missing or corrupt Windows

cannot start my computer because of missing or corrupt file windows system 32 I tried to repair by starting windows using the orginal cd-rom but the cd-rom won't start when I put it in. now it says on the screen diskette drive 0 seek failure. strike the f1 key to contonue f2 to run the set up utility.
 
Is there a floppy disk in the drive? Is there a drive boot menu option to select the CD-ROM drive?

Can you go into the BIOS and change the boot order so the machine boots from the CD?
