Windows freezes on splash screen

  1. Got a virus yesterday and just did a fresh install instead of trying to clean it, but I had to take out both the Video card and Ethernet card because it kept hanging on install at 34 minutes. After that the OS installed fine but when I shut the computer off after the Windows install was complete and tried to put the video card in it freezes on the splash screen and goes back to normal if I use the on-board video. I tried installing the card's drivers, that didn't work since the card wasn't in the computer. Then I tried safemode with the card in the computer, got past the freezing problem but when it gets to the login screen it hangs, mouse still moves but I can't login. I'm at a loss, anyone know what's wrong with it and what I can do to fix it?
