Windows installer problem

I want to play some games that requires java. When I want to install java, the error is came. I must to tell that this problem isn't when I want to install java, it is for any installation file that requires windows installer. I try to do something from microsoft.com but didn't work.

best way for you to handle this error is to run recovery console if it's XP, and try and try and start the Windows Install Service by using the listsvc to view the service and enable/disable option, or if it's in a later software, best thing for you to do is a reinstallation, because a repair will not work...
