Windows Millenium Edition Task Manager?

So, I am new here and don't know if I posted this in the wrong area or what. But here goes;

I have had this computer for years, and am wondering what to do. Ctrl+Alt+Delete opens, but when I go to close a non-responsive program a box comes up saying that it isn't responding, do you want to end it? I click yes and it just freezes.
Any tips
