windows reboots after xp splash screen

Hi, my problem is that my laptop keeps rebooting after the xp splash screen, I can't format because the cd drive doesn't work, and I can't install my external unless I can get windows running.. I can't get into safe mode either. Any suggestions would be apprieciated.

List your system Specs and how long it has been up and running. One suggestion is go into your BIOS and instead of having your first boot device be "CDROM" see if you have the option to set it for "USB-CDROM" as such on most soyo board.
