Windows Startup

I am running Windows Vista and I cannot get to the startup page by doing msconfig. I tried to change the start up in one of my programs and it tells me I dont have the permission. I am the admin on here. I just tried to go to regedit and that is not found. Any ideas?

Usually sign of Virus infection, the above should help in getting the Windows utilities back

Well I got that program, but it didint fix my problem with the regedit or the msconfig. I think I may need to reformat, what do you think?
