then all is needed to examin is the cpu and the mobo, which is a pain to do, unless you have some spare gear thats compatible with it.. i guess to make things simpler is to go down to your local pc shop and get the cpu and mobo tested there, but i dont know how that system works, or how much you may have to pay....

CPU would be less likely, unless you've managed to burn it or destroy it somehow.. mobo, well lets just say its somewhat more easyer to find and fix... either way, you'll need some method of testing em..
 
If you have more than one stick of ram, take them out, use one stick of ram at a time and see if that stops the problem. Something is causing it and doing this will eliminate ram as a problem. A stick of ram can go bad anytime for no reason. Im not even sure that ram could cause this problem, but you never know, ive seen lots of weird stuff like that.

Also now would be time time to take the heatsink\fan\cpu out, clean the thermal paste or pad up with isopropyl alcohol and put thin layer of new thermal paste on cpu and re-install cpu\heatsink\fan.

If you have or could borrow a power supply from someone, now would be a perfect time to do so. Use a different power supply and see if the problem stops.

So you dont have a hard drive, floppy drive, etc, just the bare minimum running, right?
 
i have a new psu. i tested the ram and theyre fine. so im left with the mombo and the cpu. i hope its just the cpu that needs to be rethermal pasted. thanks for your replys.. i'll try that out next

oh yeah,.. neo would the cpu working in my system cancel it out? like i said.. i got windows to boot and the only problem is the way it has to power on and off..
 
like i suggested, see if you can get/borrow another motherboard to see which one is the culprit.. i'm slightly banking on the motherboard because (if i remember right) its a P3 (which denotes age) and the motherboard has more little bits and peices to it than the cpu..

what do you mean "cancel it out"?
 
I dont see a neo here so i will answer that as well, lol.
First, you said you have a new power supply. Can you give us the make and model and how many watts? Just to be sure on that. Also, do you have the old power supply as perhaps you could try that out, if its still working.
Or find a way to test another power supply on your system?

im also not sure what you mean by "cancel it out", but it could be a problem with the cpu. However, i lean toward either the motherboard or power supply as the problem.

Perhaps its even the ram. Can you try using one stick of ram at a time and switching ram to try and get this rig working right?
 
i meant. can i cancel the processor out as being a problem. because when i do get the computer to power on, it starts up fine loads OS and everything. i did try both ram sticks and in different slot and still no hope. like i said. the only problem is the way it turns on and off. i really think its the mombo. but i may be wrong. i tested it again with the new and old PSU and the same thing happens...
 
It wouldnt hurt to give us the info on your new power supply, make model, how many watts.

It just came to me, lets check out the bios. Its not a setting i am aware of, but you never know. Have a good look at your mobo's manual and see if there is a setting mentioned that could cause this, maybe something like "always on" or something like that. I am really reaching here, but i do believe there is some small thing causing this and we should be able to get at it. After looking at the manual also go into bios and see if there is any possible setting that you could change. Another thing you could do is re-set the bios manually on the mobo, and another thing would be to go into the bios and go to the setting that describes setting your bios back to factory settings, something like that. Maybe one of these tricks will do it for you.
 
Well see what you can do for now.. because all we are doing right now is just theorising on the same thing over and over, so action is the only thing that needs to be done..

To recap:
-You've tested both old and new PSUs
-Went down to barebones with manual switching
