Windows XP: unable to boot correctly + other problems

I hope you guys can help.

I have an Acer One Laptop with No CD ROM drive.

last night I had a power failure on it whilst working on it. As it rebooted it power failed again. After trying to restart it up again, it is stuck on the Windows XP with the loading banner repeatedly going across but not booting.

I have hit the [F2] button to access the bios and when I exit (with no changes) it offers me options to go into

1. Safe mode.
2. Last known good menu
3. Safe in network.
4. safe with command prompt

1. give drives and lets me in.
2. just puts it into the Windows XP loading screen forever and a day.
3. I have not tried.
4. Not tried.

I load into Safe move and did a system restore but hit has not cured the problem.

As the Laptop came preloaded it did not have CDROMs and it has no CDROM/DVD player. :(

Can anyone assist on what to do next?
 
Check your bios to see if it has the option to boot from a usb device. If so you can do one of two things. 1). You can create a bootable usb flash drive which contains recovery console or 2). you can purchase a usb cd rom device and create a bootable disc with recovery console. Either way you are gonna need recovery console. This is, of course, assuming your computer doen't have a built in recovery option. Give the model number of your computer please.
