Don't know if this will help because from what I gather, this is a problem in the multimedia setup. The info I found on it was directed at Win9x. I also noticed that most references to the problem seemed to have more problems than just Winamp.
If your problem is isolated to Winamp this should fix it.

    In Winamp:
    1)open menu
    2)select "options"
    3)select "preferences"
    4)select "output"
    5)select "Nullsoft DirectSound plug-in [OUT_DS.DLL]"

This allows Winamp to use DirectSound instead of wav.
