Wireless Networks won't show up

I have one working computer that has no problems connecting to the internet but on my second computer it tells me there are no network connections availible and I want to get it on wireless. I have a Belkin router that is correctly hooked up and seems to be working fine, but on my second computer when I click on the icon at bottom right of the screen to find the wireless connection, nothing shows up. Can anyone help?
 
lot's off bits and pieces to verify on the failing system itself

is the WiFi adapter driver ok? check the Device Manager
is it enabled? On a laptop there's a slide switch or use the Fkey to toggle on/off
does the WiFi mode {a,b,g,n} match that of the Belkin?

check your services (cmd->run->cmd enter services.msc)
and make sure Wireless Zero Configuration is AUTOSTART and now running
