Woeful Wireless Internet

I depend on a mobile wireless usb connection to access the web.
As I live in a rural area, I don't have other connection options.
The connection is meant to be 3G, but never is (always HSPDA or The Edge).
I'm lucky if I get 33k modem speeds.

As you can see above, the connection is poor, the download speed is woeful.
Because of my location, I have to accept this.

The top picture panel shows the Vodafone connection console, and supposed 11.2kbps download speed. The panel inset into that shows the Networx speed meter monitoring the connection throughput at 1.42kilobytes
Below that is Firefox's download window showing a DL speed of 2.5kilobytes.
There is nothing else using the Vodafone connection when this shot was taken (no web pages loading, windows or virus update happening).

My question is, If the Vodafone connection is actually downloading at 11 kilobytes p/sec, why is the throughput only 1/6th of that speed?
Is there a way to improve the throughput ? Or am I not understanding what these figures represent?

I'm running windows7 home premium 64bit.

Any help appreciated.
