    i'm on a private network

the gang and i went round and round about me not having an isp.................in doing some research, i came accross the fact that i was a private network, part and parcel of a block purchase, with false/generic identification numbers to protect it's network.............and, it would be difficult if not impossible to penetrate this scenario...................is this true?
