XP cannot set up in safe mode

I was trying to allows multiple users to use XP at once and during the process I had to set XP to only start up in safe mode.
To cut a long story short i began reinstalling XP without realising the computer was in safe mode. I am half way through the set up and I kkep getting the message "windows xp setup cannot run under safemode. setup will restart now". when it restarts it goes straight backto safe mode and has the same pop up screen. I am unable to access any functions without Windows rebooting.
How do I get out of safe mode or is there an option to change to normal mode from the bios?

I tried that and when I got to the step of going to the desktop it took me straight to safe mode and told me it couldnt continue in safe mode. The problem is that I cant make any changes in safe mode. Somehow I need to get the computer out of safe mode?
 
You are booting from the Xp CD aren't you?

Because you must boot from the Windows setup CD to complete the above steps in full
