XP Limited/No connectivity problem

So, here's the deal. I recently got that error. It says that I have Limited or no connectivity. I can't figure out what's wrong. I get an IP like 169.xxx.xxx.xxx. WTF! I tried almost everything I found on Google, but no results.
I tried :

• Repair connection
• Disable/Re-enable connection
• Delete/Re-install adapter (NIC)
• WinSockXPFix
• Manually assign IP address
• Re-setting BIOS
• Changing modem and cable
• Using many IPConfig commands (Release/Renew/etc)
• Editing registry (EnableDHCP/etc)
• Editing MAC address
• Even resetting/reconfiguring modem
• And EVEN reformatting PC

But nothing. I am totally confused.
Oh! And I tried my network card on my old PC, somehow, it works. For now, I'm using USB modem, it's quite slow, that's why I want Ethernet back. I know that the problem isn't the modem. My laptop (Win7) works both Wired and Wireless with both modems. I would appreciate your help.
