"Your Computer is in Danger!" little red circle with white x.

In the bottom right side of my screen there is a red circle with a white x in it. Every minute or so a message pops up that says "Windows Secuirity Center has detected spyware/adware infection!...". I have scanned it with both AVG (free version) and Spybot, neither have done anything. If i restart my computer it goes away for about a minute. And then it is back. I have read previous forums on this topic and found that most of the sites don't work anymore. (It is different than most other posts because there is only the circle with the x, the background has not been changed and no program starts up when i restart my computer. Please give me some help i am very frustrated.
