How come unregistered guests can Post?

Nearly all forums that I know, won't allow you to post, unless you are registered.

On TS apparently, anyone can post in the News & Interesting Links, which I think is not correct.
(Some unreg'd poster(s) was/were accused of being too cowardly to register)
I also noticed, that "banned" members can still post, if they like.

Why?

Banned users obviously can not post... unregistered can post news comments only and so far it's seemed to be a good move.

Unregistered posters is by design the News forum, I believe.

We'll get more responses if readers don't have to jump through hoops to sign up. :)
