Commodre 64 Can Not Install Windows 3.1

Sounds almost impossible to me. The Commodore CPU is not made to handle any MS-DOS based memory and disk commands. The screen resolution is also below Windows-standards.
To transfer the install-floppies (if at all possible) from DOS (360KB) to Commodore-format (160KB) must be a nightmare, for which you need a weeks vacation.

You CAN go the other way around. There is a C64-emulator for PC.
