I have tried to load rome total war, but every time I try to start it up, a message comes up saying I don't have directx 9, but I have downloaded it multiple times....any suggestions?

Try to delete directx 9 by going to control panel and then going to add and remove programs and then reinstall it, REBOOT right after install

I am having problems installing direct as well. A message comes up saying I don't have directx 9, in the dxdiag box it tells me thereare no prblems and this comes up (well its too many characters so I've shorten it):
