c_28591.nls and outlook express

I use Outllok Express to retrieve my hotmail. It used to work fine. Today, I edited the registry be deleting "c_28591.nls". This was to fix an encoding issue in IE which was the wrong advice from one of the sites. Now, OE is not logging me in. I checked the username and password and all are ok

Please advise how to fix it

I take it you didn`t backup the registry?

If you`re using Windows XP or ME, try a system restore.
