How can I upgrade my Video Card?

Hi at the moment i'm running Call of Duty 4 on low quality and im still lagging.
Here are my specs:
1.Dual Core 2.00 GHz intel Pentium E2180 (Pentium 4)
2. PCI express port for GPU
3. A dell 0RY007 Motherboard
4. 2 RAM's each 1024 MB (4 slots in total) 332.5 DRAM frequency
5. An ATI FireGL V3100 128MB graphics card
6. Not sure about watts and power
7. My core speed on the processor keeps changing from 1195 to 1995 (?) on CPU-Z
My budget is between 50 and 100 canadian dollars.
I live in Canada.
I want this new graphics card to allow to me play medium quailty at least with minimal to no lag.

, a few things, first can you look at the sticker on the side of your power supply to see how many amps/watts you have to work with? it will look something like the attached image. secondly, your cpu frequency is probably changing due to cpu throttling , its a power saving feature that idle at a lower speed to save energy, and throttles up under heavier use. you can change that in the power plan settings if you wish, and what monitor are you using? and at what resolution are you wanting to game at? welcome to Techspot
