Description: An unhandled win32 exception occurred in ResPAKImport.exe [2444]. Just-In-Time debugging this exception failed with the following error: Debugger could not be started because no user is logged on.

From Microsoft:

This error occurs if you attempt to do Just-In-Time debugging on a machine where there is no user logged onto the console. As a result, there is no session in which to display the Just-In-Time debugging dialog box.
Resolution: To fix this problem, log onto the machine.

HOTFIX: A .NET Framework 2.0 application that runs under a user account context when no user profile is associated with the user account context may crash, or you may receive an access violation error message

In this scenario, the application may crash, or you may receive an access violation error message. If you debug the crash, you find an access violation in the mscorwks!SecurityConfig::GetCacheEntry function.

Cause: This problem occurs when a null reference is in the user policy cache.
Resolution: A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article.
