Monitor wont turn on with GeForce 6600

Just purchased Chaintech GeForce 6600 video card and after I seated it the monitor displays 'no signal input' and windows will not start. I had a much older and much worse video card that worked and still does when i put it back...this one will not. I've read that this might be a power issue?, but dont know what that means. help!

Computer specs:
Windows XP pro
AMD Athalon 1.51 Ghz
768 MB RAM
149 GB free hard drive memory

what is your power supply? on the side of the power supply should be a label what is the overall watts? and look to see how much is being dupplied to the +12V rail it should be around 15A. if you have a cheap underpowered PSU that could be causing your problem. if yu still have the box the card came in look on it for the required MINIMUM power supply requirements.
