What the!?!

So I was just on google, and I saw a link at the bottom that said
"New! Get FREE breakthrough broadband with Google TiSP (BETA)."
and being the cheap, ahem, person that I am I clicked on it, and, to be honest, I'm very confused. I got this page, read it, and clicked on "How TiSP Works" and became even more confused when I got this page.
What the? Is this a joke or is Google really offering a broadband service you flush down your toilet???
