I see you posted here: http://www.techspot.com/vb/showthread.php?p=497305 in 2007 without an answer.
But I'm more concerned that you posted here: http://www.techspot.com/vb/showthread.php?p=599735#post599735 not sure why, but your post is not helpful to anyone (not even yourself)

    Regarding this post (above)

It really fails to tell me where the 100% CPU is coming from (ie only TaskManager can tell me that, or some other tool showing CPU usage)

Did you want to say which service is using 100% ?

To avoid making another post saying svchost or something, you might want to read What slows Windows down?

Also your HJT log shows a tremendous amount of startups, you might want to try theses links:
    http://www.pacs-portal.co.uk/startup_index.htm
    http://www.mlin.net/StartupCPL.shtml
    http://www.blackviper.com/WinXP/servicecfg.htm

Just in case you should also try Memtest

But please avoid useless posting on other threads.

And any further replies should provide more information (ie what's 100%) and ideally your system specs updated to your Profile

Actually reading this may help you to: Guide to Making a Good Post/Thread

    Problems with Skype

Windows XP Pro, Service Pack 3

I have noticed that the latest version of Skype (3.8) slows my PC down, by making the WMIPRVSE service take 80% of the CPU. I know it is Skype that is doing this as I have gone through all my startup programs and the only one to cause this is Skype, what's worse is that even when the program is closed and shutdown, the WMIPRVSE remains using 70% of CPU. Nothing cures this until a reboot. Microsoft say it is a Skype problem, and since Skype seems to be the only thing doing it I tend to agree.

So check Task Manager and look at the WMIPRVSE.

I also believe that WMIPRVSE has some problems which have been fixed in SP3
