400W PSU powerful enough?

I need to replace my iffy 500W PSU.

I have seen a quiet 400W one that is quite nice.

Would 400W be powerful enough to run:

AMD X2 5200+ AM2
MSI K9N AM2 Motherboard
SATA HDD
GeForce 7600GT PCI-E(x16)
4x Technotrend budget S2-3200 tuner cards
4GB DDR2 RAM 800MHz

This system will be mainly used for HDTV not gaming.

Depends on the quality of the PSU. I think a good one will handle that fine, a $30 one probably won't, or at least not for long.
