I am suspecting a permission issue somewhere, but it's impossible to tell as the EventVWR will not run either :sigh:
I'm at an end and would start planning to perform a Repair Install

Well, it got up to 20% & I think it was the HP health check that came up & it started running, I stopped it, went back to desktop & did this "
Recovering from more serious problems

1. Open Reset this PC. Go to Start > Settings > Update & security > Recovery and click Get started below Reset this PC.
2. Reset Windows 10, but save your files. On the next screen, click Keep my files and follow the on-screen instructions to reset Windows 10.

This shows in control panel. If I went there, would it go back to W7 & if so could I still upgrade to W10? Only curious.

I can't answer that question. It seems this is not being resolved. Might have been time ahead to backup your data and do a fresh install of Windows 10. Heck if you went ahead an done it now, you might still be time ahead.

I was actually considering saving my tunes/pics & asking in here for a link to do a fresh install, I've never done that.
I forgot to say in post # 31 when I started things, I saw the W7 start up balls going in a circle, I don't recall what happened after that thou.

I couldn't say either way.

But if you already have Windows 10 there is no need in wondering. If your machine has been activated with Windows 10, there is no reason why a valid license shouldn't activate again.

Disable the group policy named "User Account Control: Run all administrators in Admin Approval Mode", and hopefully it will fix your problem.

Going to that link neither option worked.

Have you tried to run the program location at an elevated Command Prompt? You can see the "Program location" in the UAC error message screen.

Yes, I can see it in the UAC but nothing happens when I've clicked on it, pissess me off

Program location says " C:\WINDOWS\system32\mmc.exe" "C:\WINDOWS\system32\eventvwr.msc" /s
NEITHER path goes anywhere.

FWIW, these https://www.catalog.update.microsoft.com/Search.aspx?q=KB3206632 were listed as failed updates. I tried the top 2 buy they failed.

I typed the whole line below at an elevated command prompt, and press Enter. The event viewer launches after 10 seconds.

Computer has crashed, it is restoring the factory image, I believe that means I've lost everything I had on it since it was formatting hard drive. Estimated time remaining is 1 minute, will post back when it's done, hopefully from it.
