Please forgive me if I've missed a point or two here, but are we certain the CPU is actually running that hot? 60C or so is enough to burn you if you touch the HSF. 40C is just damned uncomfortable. I actually suggest trying to beg or borrow a "non contact thermometer" and measuring the temps with that. Just google that term
