Inactive Cannot uninstall programs/delete files

Computer won't reboot

As I said in msg. 20..
Ran it again...funny thing is with those commands, my computer just hangs on "shutting down".

Since running those OTL scripts that say reboot, my computer just hangs on the screen "Windows is shutting down". I have to force a shutdown with the power button every time when running those OTL scripts. Now, even when I do a restart, it just hangs. Should I do a system restore as it seems something is messed up? Ty
 
Did 3 restores going back to before we started troubleshooting. Still have to manually shut down. This started with OTL scripts. Please advise how to fix it. Ty.
 
Go Start>Run (Start Search in Vista), type in:
msconfig
Click OK (hit Enter in Vista).

Click on Startup tab.
Click Disable all
IMPORTANT! In case of laptop, make sure, you do NOT disable any keyboard, or touchpad entries.

Click Services tab.
Put checkmark in Hide all Microsoft services
Click Disable all.

Click OK.
Restart computer in Normal Mode.

NOTE. If you use different firewall, than Windows firewall, turn Windows firewall on, just for this test, since your regular firewall won't be running.
If you use Windows firewall, you're fine.

Try to shut it down now.
Same issue?
 
It looks like one of your startups is causing this.

Go back to "msconfig" and start re-enabling just disabled services and startups BUT one at a time, restarting computer each time until you find the culprit.

Why would this issue start though with running those OTL scripts? Isn't there an easier way than starting my computer another 20 times to figure out the culprit?Ty
 
Most likely a coincidence.
OTL merely cleaned temporary files and attempted to remove those two phantom files.
