So there's a problem with both your CD burner and your CD drive?

Try installing updated drivers for both OS's, it could be possible you're using 9x drivers in XP.

p.s. -> what do you need 9x for if you have XP?

That CDRom has very poor performance. I had one for less then a month. It could barely read 1 CD out of 10 too.

If the problem lies in XP only then maybe you haven't enabled DMA. Go to system properties, click on the IDE device ( Primary or Secondary IDE Channel ) on which your CDRom is installed & in the options, you will see the settings for each device installed on that channel. Choose "DMA if available" for the device in question. You might want to do it for your burner too if you haven't done it yet.
